The missile hits continue for several hours. Katniss believes that the Capitol is aiming to stop any other propos to be snuck onto their system.
Just like usual, the people are forced to stick to a schedule. Katniss is tearing herself up inside, thinking about how they’re probably torturing Peeta. She knows that President Snow is trying to mentally breakdown Katniss, the Mockingjay. She’s crucial to the rebellion and he knows he must stop her.
Later, Katniss finds Finnick. She opens up to him about the anxiety she’s feeling. Finnick confesses that he knew that Katniss has feelings for Peeta, and that he knew that the Capitol would use Peeta to wear down her spirits. Finnick experienced the same thing with a person he cared for, Annie. The Capitol used Annie in a similar manner against Finnick.
Shortly after, Boggs shows up and he escorts Katniss, Gale, and Finnick to the Special Defense headquarters. There, Plutarch lets them know that in a matter of hours they’ll be shooting a new propo that demonstrates several things: Katniss is alive, District Thirteen is intact, and District Thirteen’s powerful military is still rearing to go.
While Katniss gets dressed in her Mockingjay getup she can’t help but notice how Gale has become jealous of her relationship with Finnick. Things are complicated enough with her emotions towards Peeta. Katniss ignores Gale’s jealousy.
The group makes its way up to the ground. There, they discover that the bombs have struck down to the tenth story of the underground district. Katniss questions Boggs on how much help Peeta’s warning was. It seems that Peeta gave them a ten minute head start on evacuation protocol.
Cressida has the group move to the old Justice Building for filming. There, they come across a present that President Snow has left for Katniss. The president has left her roses strewn about the floor.
Katniss is pretty shaken up by the roses. The roses and coffee she has drunk are both causing her to tremble physically. Struggling to speak, Katniss spats out a line as the cameras record her.
Immediately after finishing the recording she begins to break down. The pressure is too much for her and she knows that President Snow is going to do whatever it takes, even using Peeta, to bring her down. President Snow doesn’t want the people to see a powerful Mockingjay, a powerful symbol of hope.
Haymitch comes around to hug Katniss and make her feel better. Before she knows it, however, she’s put to sleep with a sedative.
Later, Katniss awakes to learn from Haymitch that the district has decided to take a volunteer team into the Capitol to go rescue Peeta and Finnick’s Annie. The volunteer team includes Boggs and Gale.
