Katniss begins the chapter at the Training Center where she will remain until the games begin. She is still amazed by the luxuries that they are being exposed to, like a crystal elevator.  

She describes how Effie Trinket is trying to figure her out. Effie has learned of Katniss’ past and is amazed at how she was able to survive her “barbaric” life in the Seam. Effie’s hypocrisy bothers Katniss since Effie demeans the “barbaric” District 12, yet she leads tributes to the most barbaric game possible. Katniss does, however, like Effie’s determination. Effie wants to make her way up the ladder.  

Later, after getting ready in an amazing bathroom that is filled with many automatic gizmos, Katniss joins Peeta, Haymitch, Effie, Cinna, and Portia for dinner. Haymitch is surprisingly well groomed and pretty sober. Katniss has wine and cannot imagine how Haymitch tolerated the feeling of being tipsy.

Katniss’ thoughts on alcohol are disrupted when a worker, a young girl, brings in a beautiful cake. Katniss recognizes the girl, but Effie doesn’t believe it is possible for Katniss to know her. The girl is an Avox, a criminal who has had her tongue cut out for her crime. Peeta mentions that she looks like a girl back at District 12, and Katniss goes along with it even though the resemblance is not there.  

Later, knowing that he covered for Katniss, Peeta pushes for an answer as to how Katniss recognized the Avox. He even takes her to the roof of the Training Center where they might get some more privacy.  

There, on the rooftop, Katniss brings us into a flashback in which she divulges her secret to Peeta. She knew the Avox from the forest. She was hunting one day with Gale when they saw the girl and a boy running from Peacekeepers. Katniss and Gale remained quiet as the boy was killed and the girl was taken away. The girl called for help when she saw the two hunters, yet they stayed hidden. Katniss has apparent signs of regret for not helping. Luckily, Peeta is there to comfort her. Peeta’s comforting touch makes her reconsider their friendship.  

Peeta questions Katniss about her relationship with Gale. Then, they move onto how Peeta’s dad brought Katniss cookies. Peeta remarks that his dad likes Katniss and her sister, and he mentions that his dad and Katniss’ mom were friends when growing up. 

Later, Katniss returns to her room only to find the female Avox she was just talking about cleaning her place up a bit. Katniss wants to apologize, yet she knows she can’t fully apologize for not intervening when she could have. She feels ashamed for standing ideally by as a mini-Hunger Games occurred right before her eyes. Katniss goes to bed as she is plagued by her guilt.
